Our yard is on North Dixie Highway in Elizabethtown, and that address is the best short lesson this market has to offer. North Dixie Highway is US 31W, and it runs north out of town toward Radcliff and Fort Knox. Keep driving and the ZIP code stays 42701 for a good while — but the government does not. Addresses on this stretch geocode to Elizabethtown city; addresses further up the same road, in the same ZIP, geocode to Radcliff; and between the two there is a stretch that returns no incorporated place at all, which means unincorporated Hardin County. One road, one ZIP code, three governments and three different answers. A mailing address that says Elizabethtown does not tell you which one you are in. The City publishes an “Am I in the City Limits?” map application at gis.elizabethtownky.org for exactly this reason.

Why it matters is not academic. Kentucky requires every county to provide a universal municipal solid waste collection program under KRS 224.43-315, and Hardin County meets that duty with a franchise — but the franchise the County has published applies to “the unincorporated areas of Hardin County, Kentucky” and is “limited to residential solid waste only.” It stops at the city line, and it stops there for a reason with a date on it: a 1979 Kentucky Court of Appeals decision brought by Elizabethtown, Radcliff and Vine Grove against the Hardin County Fiscal Court, in which the court held that counties lack unilateral authority to franchise garbage collection inside city boundaries and that cities retain power over collection within their limits. Inside Elizabethtown the City then does not collect household garbage at all — § 92.031(H)(1) points residents to “sanitation companies, who possess a valid business license.” Our city line guide tells it properly.

So here are the four desks, and we publish all four because in this county you genuinely need them. Inside another city — Radcliff on (270) 351-4714, Vine Grove on (270) 877-2422 — it is that city’s own hall, and nothing about Elizabethtown’s rules transfers. In unincorporated Hardin County, which includes Rineyville, Cecilia, Glendale, Stephensburg and White Mills, it is the Hardin County Planning and Development Commission, (270) 769-5479. And on Fort Knox it is none of them: that is federal land, the installation sets its own rules, and city and county rules do not apply on post.

There is a fifth answer that catches people out, and it is on our own street. US 31W is a state primary route on the Kentucky Transportation Cabinet’s own road system, as are US 62, US 31E, I-65 and the parkways. Anything placed in a state highway right-of-way is a Cabinet matter rather than a City one, the encroachment form is TC 99-1 under 603 KAR 5:120, and the local desk is KYTC District 4 at 310 Valley Creek Road in Elizabethtown, (270) 766-5146. We could not establish that the regulation names a temporary container as a permitted encroachment, so we will not tell you it requires a permit or that it does not. Ten Through Forty Yards, And How To Choose

Choose on density before you choose on size. The 10 yard is the weight box: concrete, block, brick, tile in a mortar bed, sod, soil and trench spoil, loaded flat across the whole floor. The 15 yard takes a bounded job with an edge on it — one bathroom, one kitchen, one garage, one single-layer roof. The 20 yard is the default whole-house declutter in this market and the box that leaves our yard most often. The 30 yard is for a house being emptied completely, a lot being cleared, or a commercial fit-out with real bulk in it. The 40 yard is bulk with almost no weight, and it needs the most room of anything we run to land and be collected. One firm rule across all five: roofing never goes in a 30 or a 40. If you are between two sizes on a bulky job, take the bigger. If you are between two on a heavy one, take the smaller and load it flat.

Four Governments, One Road, And Where You Stand

Wherever the box goes, four questions decide the delivery, and it is worth having the answers before the truck leaves the yard. What is the surface? Concrete or compacted base beats turf, and plywood goes under the wheels and the rear rollers as standard. In a county with rain in every month, ground that carried a heavy vehicle in August is not automatically the same ground in March. What is the approach? Keep anything “subject to decay” out too: § 92.031(A) gives you 96 consecutive hours on that, and a roll-off is not a tightly covered container.

Five, from 10 to 40 yards. The 10 is a low-sided weight box for concrete, masonry and soil. The 15 suits one bounded job — a bathroom, a kitchen, a garage, a single-layer roof. The 20 is the default for a whole-house declutter here and the one we deliver most. The 30 is for a house emptied completely, a cleared lot or a commercial fit-out. The 40 is bulk with no weight in it and needs the most room to land. The useful way to choose is by density rather than by the size of the job: heavy material in a small box loaded flat, bulky light material in a tall one. And the one hard ceiling on this site, because it is the mistake that costs a morning: roofing never goes in a 30 or a 40.

Can you swap a container rather than collect it?

Yes, and on any job running more than a few days it is usually the better arrangement. Book the swaps when you book the first delivery so the pull is on the schedule instead of being a phone call from a crew that has stopped work. Two things make a swap go smoothly: keep the footprint clear so the empty can land where the full one stood, and load flat so the full one can lawfully leave. A container heaped above the rail cannot be hauled, and a container of dense material can hit a road payload long before it looks full — which is a much more common problem here than overfilling by volume. Where does the load actually go?

To a permitted Kentucky disposal facility, and which class of facility depends on what is in it. The Commonwealth permits disposal sites in classes — contained, construction and demolition debris, inert, residual and special waste — so a kitchen remodel and a slab-out genuinely have different destinations. Hardin County itself operates a permitted contained landfill on Audubon Trace in Elizabethtown, run by the Hardin County Fiscal Court; we name it as public infrastructure, not as ours, and its hours, gate rules and accepted materials are a question for the County on (270) 360-9207 rather than for us. We do not publish tipping fees. What is public is the Commonwealth’s own share: a $1.75 per ton environmental remediation fee under KRS 224.43-500, which funds the Kentucky Pride Fund and pays to clean up closed landfills and illegal open dumps.
