Elizabethtown is unusually generous with free collection for about five weeks a year, and unusually precise about what it will not take. That precision is the whole argument for this page. The 2026 Spring Clean-Up runs “MARCH 30th THRU MAY 1st — JUNK AND DEBRIS”, with appliances collected on a call-in basis from 27 April to 1 May, in four zones drawn west and east of US 31-W and north and south of KY 1357 or KY 251. Set-out rules are published: loose items in good-quality clear plastic bags not exceeding 50 pounds, placed near the street, out of the traffic lane, away from overhead lines, with bulky items within ten feet of the edge of the street. Those dates move every year and the zones are worth checking — confirm current dates with Public Works on (270) 737-7890.
Now the refusal list, which the City publishes verbatim: “No garbage, hazardous materials, liquids (paints, oil, antifreeze, etc.), construction debris, tires, or automobiles.” Read that against the calendar. The clean-up runs in exactly the five weeks when spring renovation season starts, and it refuses precisely the material a renovation makes. The brush program is drawn just as tightly: it takes “debris resulting from trees and shrubs which have been pruned or trimmed”, under twelve inches in diameter and five feet in length, on a four-week rotating schedule across four areas that changed on 1 October 2024 — and it “does not include collection of cut trees and shrubs or debris resulting from the clearing of land.” The leaf program is fall only, clear bags under 50 pounds, and asks you to “separate brush and debris from loose leaves piles.”
And then the sentence that ends the argument, from the City’s own brush page: “Licensed contractors must remove and dispose of debris from their own work professionally.” That is the City telling every trade in Elizabethtown, in writing, that its brush truck is not their disposal plan. Between that line and the clean-up’s construction-debris refusal, the City has drawn the boundary of this business more clearly than we could. None of this is a state law, incidentally, and it should never be described as one — these are City of Elizabethtown program rules, and outside the city limits they do not apply at all.
The county’s alternative exists, and its shape is the second half of the argument. Hardin County runs seven recycling drop-offs open 24/7 — Eastview, Elizabethtown, Farmers Market, Glendale, Radcliff, Sonora and Vine Grove — but they take only four narrow streams: rinsed #1 and #2 plastics, rinsed aluminum and tin, non-greasy cardboard, and newspaper. The County states it plainly: “Items not listed above are not accepted at any drop-off location.” For household chemicals and for electronics, the County’s published routes are annual events — one a year, each. “Once a year” is the honest, unsalesy version of what a container does and does not solve. Clear a house out in March and the household hazardous waste event may be in September: you have nowhere lawful to put the paint in the meantime, and a container is not the answer for that particular box of material. What a container does solve is the other ninety percent — the furniture, the carpet, the shelving, the mattresses, the garage, the outbuilding, the accumulated forty years. Whole-House Declutter At Your Own Pace
A container on the driveway for two weeks beats four trips and a borrowed trailer. Work room by room, and take the garage and the outbuildings seriously in the estimate — on Hardin County properties they usually hold more than the spare bedroom does.
Garage, Shed And Pole Barn Clear-Out
Lawn equipment, lumber offcuts, bicycles, shelving, tools and paint. Drain the fuel and oil from anything that has it, set the chemicals aside for the county’s annual event, and the rest is ordinary container content.
Furniture, Mattresses And Bulky Items
The City’s spring clean-up will take a lot of this for five weeks a year, in zones, with set-out rules. Outside those five weeks, or in any volume, it is a container job. Break furniture down where you can — a sofa loaded whole costs you a third of a box.
Rental Turnover And Abandoned Property
Owner-occupancy inside the city limits is 49.3 percent, so this is a steady rather than seasonal job here. Property managers usually want a 20 on a two-day window, and usually find the unit held more than the walkthrough suggested.
Appliance Removal
The City collects appliances on a call-in basis in the last week of its spring clean-up, and requires a removal tag on anything containing refrigerant. Electronics And The Annual E-Waste Event
Hardin County runs an electronics recycling event once a year for computers, televisions, phones and printers. That is the County’s published route, and the everyday drop-offs do not take them. Set electronics aside rather than burying them in the load.
Hoarding And Long-Tenure Clear-Outs
Slow, sorted work where the container needs to sit for a while and be loaded in passes. Two code lines matter: § 92.031(A) gives 96 hours for anything subject to decay, and § 92.031(B) requires anything that can blow away to be covered.
Yard And Property Tidy-Up Before A Sale

Choosing A Box For An Unsorted Pile
For an unsorted pile the honest advice is to take one size up from your first instinct, because people estimate junk by what they can see and forget the garage. The 20 yard is the default for a whole-house declutter here and the box we deliver most. A 15 yard is right for one bounded space — a garage on its own, a single room, an apartment turnover. A 30 yard is right when a property is being emptied completely or when there are outbuildings in the count, and on a job with a deadline it buys you the option not to sort. Furniture and mattresses are the great volume thieves: a sofa loaded whole can take a third of a small box, so break down what you can. The only time to go smaller is when the pile is dense rather than bulky — a floor coming up, a bathroom, wet carpet and pad after a leak — where a 10 loaded flat is the right call. Three things make an unsorted clear-out go well, and the first is sorting before loading rather than after. Set three piles: container, county event, and keep. The county event pile is small and specific — paint, chemicals, batteries, pesticides and cleaning supplies for the annual household hazardous waste event, and computers, televisions, phones and printers for the annual electronics event, both on (270) 360-9207. Add tires to it: under KRS 224.50-856 waste tires can only go to a permitted facility, and the City’s clean-up refuses them as well. It costs nothing to make that pile at the start and it costs a whole afternoon to unpick it from a loaded container at the end. Second, the loading. Flat and level with the rail, heavy at the bottom, nothing projecting above the top — a heaped container cannot lawfully leave. Break down furniture where you reasonably can. And keep the load covered or weighted: § 92.031(B) of the City code makes it a violation to let material that “can be blown away by the wind” accumulate other than in a covered container, and a clear-out produces exactly that — foam, insulation, packaging, paper and light plastic. There is also no dry season here, so a tarp is worth having for rain as much as for wind. Third, what does not belong in it at all. Anything “subject to decay” under § 92.031(A) has a 96-hour clock on it and is not container material; bag the kitchen waste separately and keep it out. Liquids stay out for a reason that is specific to this ground rather than generic: the Energy and Environment Cabinet describes karst as moving water through underground conduits fast enough to be “sensitive to groundwater pollution”, and the Kentucky Geological Survey says pollutants entering a karst aquifer are “not filtered.” In most of the country, tipping a bucket of thinner on the ground is a slow problem. In Hardin County it is a fast one. And do not solve it by burning: § 92.031(I) makes burning garbage a nuisance anywhere in the city, and burning debris or rubbish a nuisance “except in an approved incinerator”, with only wood, tree branches and yard trimmings permitted, on Fire Chief approval, at least fifty feet from any structure, supervised, with an extinguishing agent at hand.

Why can I not just wait for the City clean-up?
For some material you can, and for the rest the City has told you in writing that you cannot. The 2026 Spring Clean-Up runs 30 March to 1 May for junk and debris, with appliances on call-in from 27 April, in four zones drawn off US 31-W and KY 1357 or KY 251. Its published refusal list is “No garbage, hazardous materials, liquids (paints, oil, antifreeze, etc.), construction debris, tires, or automobiles.” So a renovation, a demolition, a roof or a floor is outside it by definition, and so is the paint you were hoping to be rid of. It is also five weeks out of fifty-two, it applies only inside the city limits, and the dates move — confirm the current ones with Public Works on (270) 737-7890. If your material is furniture and household bulk and you are inside the city and it is April, use the clean-up. Otherwise, a container is the honest answer.
What happens to paint, chemicals and electronics?
They go to Hardin County’s annual events, and the word annual is the part worth planning around. The County runs a household hazardous waste collection event once a year — free, for paint, chemicals, batteries, pesticides and cleaning supplies — and an electronics recycling event once a year, for computers, televisions, phones and printers. Its seven 24/7 drop-offs take only rinsed #1 and #2 plastics, rinsed aluminum and tin, non-greasy cardboard and newspaper, and the County states that “items not listed above are not accepted at any drop-off location.” So if you are clearing a house in March and the event is in September, you have a storage problem rather than a disposal problem, and it is better to know that in week one. Is any of this a Kentucky state rule?
Very little of it, and the distinction matters. The clean-up refusal list, the brush size limits, the contractor clause and the leaf rules are all City of Elizabethtown program rules. They apply inside the city limits and nowhere else, and describing them as state law would be wrong. The annual household hazardous waste and electronics events are Hardin County programs. At state level, the only disposal restriction we can verify is tires, under KRS 224.50-856: waste tires may be disposed of only by transfer to a permitted facility, and moving more than fifty brings you inside the transporter rules. We are not going to tell you Kentucky bans batteries, electronics or yard waste from landfills, because we could not verify that it does. How long can the container sit while I sort?
As long as the work honestly needs, on private ground. That is the point of doing it this way rather than in a single frantic weekend. Two limits to keep in mind, both from the City code. § 92.031(A) allows nothing “subject to decay” to remain more than 96 consecutive hours except in a tightly covered container, so food and kitchen waste do not go in the roll-off at all — bag those separately. And § 92.031(B) requires anything that can be blown away by the wind to be in a covered container, which on a clear-out means keeping a tarp over the light material. There is also a practical limit: rain. There is no dry season here and roughly fifty inches falls across the year, so an open box gains weight steadily for no benefit. Can you take it away for me, or do I load it?
